this file was almost identical to tools/ci_build/github/azure-pipelines/templates/c-api-artifacts-package-and-publish-steps-windows.yml so I just consolidated them

Add ARM64X build to packaging pipeline. An additional zip archive artifact with the ARM64X binaries will be produced.
Motivation and Context
Address request for ARM64X binaries.
